Forms Field Rules Issues

I am developing a Forms Process in which I am trying to Hide/Show fields based on the selection of two fields (County & Entity Name). Example is I choose my County (Ellis) and Entity Name (Senior Connect) and then the corresponding Sections will either appear ( I currently have all sections hidden). What I am seeing is that I get a sort of warning about having multiple rules surrounding the same fields and I am also seeing one of the rules not behaving as expected. I will include screen shots below.

You have rules for 

Hide Transportation always and

Show Transportation when...

which contradict each other. You don't need the hide transportation always rule. If you have a rule for Show Transportation when a condition is met, it will be hidden otherwise. Same with the other two fields. Remove that first rule about always hiding and your form should work.
