Business Process Error Only When Launched Manually

I have a customer who has been having difficulty running Business Processes manually.  There is no issue with those that are automated. 

They encounter the following errors:

On the Workflow server in the Workflow Configuration Manager, make sure the Web services are active.

Once you are able to get those URLs working, you may need to republish your workflow.
