Import Agent Error Code 9013

I am attempting to import a PDF that is password protected by a vendor (protection prevents editing, not reading). The vendor will not disclose or remove the password as this is required by SEC regulations. All I am attempting to do is import the PDF into Laserfiche for 17A4 SEC compliance reasons. It will never need to be edited, just stored. I was told previously that if I upgraded to Import Agent version 10.4, I would be able to do this; however, my event log is showing the below error message:

There was an error running the profile ConsolidatedReports while importing the file "D:\Data\Downloads\LaserFiche\Import\ConsolidatedReports\Test1.pdf". (Access denied. [9013])
