Import Agent - Doesn't generate pages

I am working with a PDF file that was generated from an Access Database - when Import Agent imports the PDF it is not generating pages. See picture below. Even though I set Import Agent to NOT generate pages and leave the PDF alone - it still does the conversion - badly. I did notice the PDF has a color photograph in it - could that be the issue?

I'm using Import Agent version 10.3.1.479.

Open the desktop client for the user specified in the Import Agent connection profile and check the file conversion list (in Tools\Options). If PDF is in the list, remove it.

New information - I tested this on my computer where I have Import Agent 8.1.1 installed and it worked - could this be attributed to the version of Import Agent? Obviously there's something else on the customers system that is causing this. Any idea what I should look for?
