Use Case: User fills out request and uploads a PDF. Occasionally the PDF will have been filled out in Acrobat instead of by hand and scanned in. When they do that it creates a PDF with multiple layers. When its saved in to the repository users can view the PDF and the text with no issues. When they run a workflow to merge documents the pages are blank in the final document.

Is there a way to detect the PDF has multiple layers and merge them with workflow? Or just merge all PDF's by default so that this isn't an issue? Currently, we have to restore the old pdf from the recycle bin so they can "print" it into the repository using Snapshot, manually merge it into the parent document, then delete the previous blank pages.
