The user that is running into the issue must be given read/write privileges to the windows folder security rights for that folder and make it apply to 'This folder, subfolders, and files'.

In case you aren't aware, ProgramData is hidden by default, so you can access it by typing C:\ProgramData\Laserfiche into the windows explorer bar or by enabling hidden items in the windows explorer.
