PublishedWorkflow.startWorkflow isn't actually starting the workflow

I have a workflow I'm trying to start through my website. I set up my code following This document https://support.laserfiche.com/resources/2411/getting-started-with-the-workflow-sdk-visual-c. Everything APPEARS to run but the workflow never actually starts.
I have attached my code for starting the workflow in a txt document.
Is there anything I'm missing to be able to start it from code?

I found the Answer in another post. They had the exact same issue and using the Workflow Rest API was the solution.
