Archiving a Form as TIFF returning an error

I am trying to archive a form submission, one of many, but each time I retry I get this error. All other submissions are going through with the same setting. What is forbidding access to just this one instance?

Error: Failed to load https://laserfiche.rush-personnel.com/Forms/form/print/3506/9/9/3547/Olio, with network status code 202 and http status code 403 - Error downloading https://laserfiche.rush-personnel.com/Forms/form/print/3506/9/9/3547/Olio - server replied: Forbidden

The user somehow signed the signature field with an image icon.

How did they input base64 data of Olio?

A lot of people are figuring out a way to do this, it might be a popular browser on the market but I have not been able to identify their method. They find a way to override the base64 data containing their signature image with whatever text they want to enter.
