We are beginning to roll out Discussions, with the first phase making Discussions the home for our internal SOP documents.  During this initial phase, I would like to be able to disable the ability to post an announcement or ask questions until later phases to allow time to train the appropriate personnel on how to answer the questions, mark as answered, etc....
