Forms Field Rules are not working with pagination tabs

I am selecting to show the Paso tabs if the Language is Espanol. Normally when you show something with a field rule, if the condition is not met, it is in turn hidden. However all the tabs are showing all the time.

After while the rules were removed automatically, I guess something was wrong and the system removed them. After re-building them it worked.
