Currently the only way for a data source to be refreshed is to have a Forms Administrator refresh it. It would be nice if a Forms process has been given access to a data source that within the process that a Process Admin would be able to refresh the data source without having to get a Forms Administrator involved.

Allowing more users to access the data source is something we currently have planned for a Forms release this year. The idea is to allow system administrators to grant users/groups access permissions on existing data sources. If you as a process admin or process creator were granted access to a data source, you would be able to connect to it without system admin intervention.
I will add this request of being able to refresh the data source as well.
Our issue isn't who can refresh; it is the amount of time it takes to refresh a data source. Our ERP software has a considerable number of data tables, views, and stored procedures. It would be really great if we could refresh just the 1 new SP or View that was added and then run a REFRESH after hours.
I second that request.
Another alternative would be to have permissions in Forms handled in a similar manner to Features and Privileges in the repository. This would allow for granular control by user or group of reporting, access rights, data source, design mode, etc.
