Does the Records Series Setup Utility work with Cloud?

I've tested this utility (versioned 8.3) with Server 10.4.1.350 and it seems to work just fine.  I tried to get this to work with Cloud but didn't find a location to enter in Cloud repository information.  Has anyone tested this with Cloud?

It does not. The version of the SDK it uses does not support TLS 1.2.
