I am trying to use the Update Word Document activity, in Workflow, to fill out a word template that I have created (saved in WF server attachment with merge fields). The data for the fields are coming from a Laserfiche form. My basic workflow is completing with no errors, yet the word template is not being filled with the data that I set up in the activity in WF.

Try switching your activities around. Do "update word document" before "attach electronic file". The update word document is what creates the electronic file. Putting attach electronic file first is try to attach no file or a blank file. The attache electronic file should be asking you what file to attach, and that is where you pick the result of the update word document activity.
