Does workflow SDK development need to be done on the workflow server

Can the workflow SDK be installed on a separate development machine or does all development need to be done on the server itself?  I have installed the workflow SDK on my development machine but when I attempt to modify the installation the installer does not indicate that it is installed.  When I attempt to modify the installation on the server it does indicate the SDK is installed.

I uninstalled Workflow components (Designer, Administrator) and reinstalled Workflow components (Designer, Administrator, and SDK) and now the SDK is recognized when attempting to modify the installation.  It appears that now I can develop on the developer machine.
