(Solved) Tags Tab not visible on one Repository

We have 4 repositories, when looking at the metadata of a Document there is a Tags Tab for 3 of those repositories, but not the 4th one.

I've compared all the templates, tags, and fields between each... and can't figure out why the tags tab is not visible.

Any ideas?

For those that might encounter this problem, check the Administration Console, on the Everyone Properties for the repository. The Attributes will have a subset called DocFrame.

Each tab can be controlled individually, if the ShowTagsTab is set to No, no one can see it.
