We have a customer who we just moved to hosting and now randomly when users go to add Annotation to a Document they are prompted with an error: The operation requires the document to be checked out first [9100]:

When they click OK the Annotation is there and they can save the document and move on.

This was not an issue before moving to hosted.

Users who are experiencing this issue have the proper Feature Rights to Annotate.
