Unable to assign security tags to folder or document

I'm trying to use security tags but when I try to assign one to a folder or document, the list of available tags includes only information tags, not security tags. I've verified that I'm running as a user with every feature right and every privilege. I also have every access right on the items I'm trying to tag.

I've tried assigning the tags with both the web client and the Windows client. I've restarted the Windows client and logged into the web client more than once.

In the case of assigning to a file, I've to assign the tag both with and without opening the file.

Both clients act as if the security tag does no exist--even to the point of letting me try to create the tag. Only when I try to create the tag does it tell me it already exists, but I still can't assign it to a file or folder.

I'll be grateful for any suggestions. Thanks!

Security tags need to be assigned to the user first before the user can apply them to documents and folders.
