Laserfiche.NotLocalizedException, System.IO.FileLoadException Add Custom Activity to Designer

We have new LF Servers and on WF Designer, I now have version 10.4.2.121. I am trying to install a Custom Activity in the WF Toolbox and am getting the error attached. I am having to update my Custom Activities for the new servers. One of them installed OK, but this one refuses to go.

I used .NET Framework 4.5.1 to compile the updated programs. The message talks about sandboxing and old releases of .NET, which does not help me. Also it says I can "unblock" the file from Properties. I do not see that button.

Anyone had this problem? Know what to do?

Did you add the activity to the Workflow Server (through the Workflow Admin Console)?

Yes. A few minutes ago I did get it to work. I am not sure what was different, except I was trying to show my problem to someone. Thank you for the response.
