403 laserfiche forms has encountered a problem

We created a form but when some users try to access it they are told they are not authorized. What do I need to do to give them permissions?

Go into the process and forms and click Access Rights.  Then add the appropriate users

I am having the same issue. Users are forms participants and assigned to the process as submitters. It is bizarre.
