You're correct. If you are timed out based on the Forms timeout limit shown above, a user with a form open and partially filled out should see that form saved as a draft. One caveat is that it only works for one open form. If a user has many partially filled out forms when they are timed out, only one will be saved as a draft. You also need to make sure they didn't open up the form before that timeout configuration was set.
