Weblink makes you sign on every time, Web access does not??

Hello Everyone, 

I'm working on a project that I need to give a handful of people outside my organization access to student files. The first thought is to use our Public Portal license with Weblink. I have a web site that these users will be reviewing data about a student and I want to embed a link to the student's files that are in a repository.  So far so good. Link works, accounts work, however, a decision-maker brought up a good concern to this process. Every time a user clicks the link for Weblink, they get the login screen, even if they have already logged in. What this translates to is my users needed to sign in every time they want to review student documents which could be 50 plus times in a sitting. 

Is this a normal behavior for Weblink? I was really hoping for this to work and I understand that my user will be using concurrent-licensing, but I thought if I gave them an LF account and they sign in, the system would see that they have already signed in and it would just take them to the document. 

Any clarification would be great. Thank you.

This is old but I'm wondering about this as well.

If their session has not expired, then going to a link to the same site should reuse their session. The main way this can go wrong is if the user closes the last browser tab - the session cookies aren't saved across runs of the browser, so that would require re-authenticating.
