Looking for help with access rights in the repository.  We have a group of employees who are unable to customize their toolbar in the document viewer (window that appears after selecting an entry).  Please see picture.  They are able to click the down arrow, hover over Add or Remove Buttons, but the Toolbar choice is grayed out and the Customize doesn't appear at all, unlike below where both are available.  Can someone assist?  Any help or guidance would be greatly appreciated.
