Indexed fields with a Fuzzy Search percentage of 25% does not return results with four character value fields

When testing the Fuzzy Search feature with indexed metadata fields, fields with a value of four characters do not return a document when searching by one of the characters.  The Percentage of word is set to 25%, so shouldn't a search for an Invoice Number that is four digits for example only using 1 of the 4 digits return a match?  Searching on the character 9, should return a document  with an indexed field value of 9876...correct?

We find within Advanced Search, using 34% on fuzzy search acts more like 25%, as the 25% doesn’t seem to function with four character values.

25% means the discrepancy between the search and the results.  1 character out of 4 can be different.  If you search Erik you will also get Eric.  Searching 9875 will return 9876.  Searching 9 won't get you anything because it differs from 9876 by 3 out of 4 characters.
