You would need to run some kind of import operation to get those into the repository. Workflow might be the easiest coding environment to get set up in, though a job like this doesn't seem ideal for WF. I guess you would just invoke it manually one time instead of running in response to an event. You would need to decrypt the data, but once you have the byte stream it shouldn't be too hard to create a document with it.
