Workflow Subscriber - What allows a new entry to be skipped in the trace log?

We are looking into entries that are not meeting our conditions for starting a workflow. While watching the trace log of the subscriber as these entries are created, we notice the entry ID is not even listed as an evaluated entry. 

What condition allows a new entry to be ignored by the subscriber? I would expect every entry ID to exist in the subscriber log, since it needs to evaluate to see if it meets any workflow starting conditions, but the ID numbers have gaps and don't show some of the folder we are creating.

The Subscriber will evaluate events for the event types it has starting rules for. So if you have no rules for, say, entry deletion, the Subscriber won't evaluate any rules for entry deletion events.

The Subscriber will also skip events for any users listed in the user exclusion filter in the Workflow Server's advanced options.

Ah so it evaluates every entry, but hides ones that should have no relevance.

They have a rule for Entry Created, but many of the folders created by forms do not even show up, while some other do. The folders that are not listed in the subscriber log have entry ID's creation dates, and created by info, it seems they should not be excluded for any reason.
