Does the Account Conversion Utility Create the Windows Accounts?

Reading up on the Laserfiche Account Conversion Utility. Throughout the readme file it states that it can be used to copy settings to Windows Accounts. To do this, do the Windows Accounts need to be added to the Admin Console before the utility is run, or does the utility add the Windows Accounts?

The Laserfiche Account Conversion utility adds the Windows accounts automatically. You do not need to add them to the Admin Console yourself prior to running the utility.
