When you lockdown an annotation from marking it private, it locks down BOTH private and protected.  It would be nice for Laserfiche to give us the ability to modify this feature so that you can choose to lock down by 1. Private only, 2. Protected only, or 3. Both.  This allows more flexibility and solves the problem of locking down  the annotation as private but still allowing the ability to mark the annotation as protected.
