What is the Avatars Table Used for in Forms?

In the Forms database there is an Avatars table. I think it has been there for a while, but I have never seen it populated with any data. What is it used for?

That table is part of a custom avatar feature for user accounts and teams. This feature was ultimately decided to not be implemented, but its remnants are still part of the database schema as you've pointed out.
