I was trying to migrate my forms database from one server to another. I stopped forms services, detatched the database, copied it to the new server, and attached it. I started the services back up. Then when I tried to get back into forms config and it wouldn't load. I tried restarted forms routing, IIS, then the entire forms server. I still couldn't get in. I had to go back to the SQL server and reattach the database temporarily in order to get forms config to load. Is this normal behavior?
