Configuring Oracle Data Source for Forms

Client is attempting to setup an oracle Data Source in Forms. We have installed the ODAC drivers version 12 onto the Forms Server itself.  we are encountering the following error message:

An error occurred while testing the data source connection. See the Windows Event Log for details [LFF2400-DataSourceConnectionError]. 

Is there a specific location that Forms is expecting to find the tsanames.ora file?

I have been successful connecting to oracle in Forms/WF using the Oracle 64-bit ODBC drivers

Mine is in "drive":\oracle\11.2\ORA_FILES 

I have been able to make a connection but still have trouble getting the connection to be beneficial.
