Records Management - Cycle Defination

Our Fiscal Year is 10/1 to 9/30, under the Cycle definition for FY, the "set cycles by:" is "Month" with"October" as the Fiscal start date. Is that the correct setting for a 10/1 to 9/30 FY?

No, you'd want to set the cycle to September, the last month of the fiscal year, as noted in the documentation here: https://www.laserfiche.com/support/webhelp/Laserfiche/10/en-US/administration/#../Subsystems/LFAdmin/Content/RecordsManagement/Cycle_Definitions.htm (" The month specified in a monthly cycle definition indicates the end of the period.")

The pre-defined "FY" cycle, somewhat unfortunately, does describe the month in its definition as "Fiscal start date", but compare to the "CY" cycle, where December is the only month present and it is year end.
