Laserfiche Account Conversion Tool - Permissions Denied

Anyone encountered this error with the Laserfiche Account conversion utility? Attempting to convert Laserfiche Accounts to Windows Accounts. Encountering the following error both on Client's Server [LFS 10.4 on Server 2012] and my demo [LFS 10.3.1 on Server 2016].

I received this error, then the Conversion Utility wouldn't run. I went to the installer expecting to repair, and it installed fresh again as if the software wasn't on there. Now when I run the Conversion Utility it doesn't recognize that repositories exist on the server.
