The Solution is to add manually users through :
1- login to forms with admin account.
2- administration.
3- system security.
4-Participants.
5- +Add.
6- fill username & email.
then the participant user will use its domain email to login for the first time and go to account to manage its account password.
That should not be necessary. Even if you're using Repository Authentication, you should be able to configure an LDAP/identity provider in Forms Configuration.
Once an identity provider is established, it will automatically sync directory users so they can log in with the same password, and you can use groups to allocate licenses.

You can assign Participant Licenses to Windows accounts, but if you use Repository Authentication they would log in with their email address.
