The migration utility is back online!
To make sure you have the correct version, check that the modified date on the .EXE is June 27th, 2019.
Remember to back up all relevant databases (Forms, LFDS, LF Server repository database) before running the utility.
Update: We have re-uploaded the file and I can no longer reproduce. Please try the new zip and see if it works for you now.

Is this the error you are receiving?
I get this error when using the built-in "Extract all" from Windows 10, but not when using 7-zip, a free extraction tool.
We will look into the issue, but if you'd like to get the PDF without waiting, I recommend using 7-zip to extract the file.

Apologies for the delay: we decided to add a round of testing by a team with a specific set of experience, and they were committed to the 10.4.2 release.
We are verifying fixes on the bugs they identified, and I will keep you all posted when we have an ETA.

I am unable to extract the PDF file in the zip file. Can you verify if that is just me?
Blake I get the same error when trying to extract the PDF.
I can extract the whole folder and then access the PDF; see if that works for you?
Opening a PDF while it is still within the zipped folder may not be supported: I tried with a few other unrelated PDFs and got the same error.
There is an old Microsoft post on this issue with Windows 10: https://answers.microsoft.com/en-us/windows/forum/all/unable-to-open-pdf-file-directly-from-winzip-file/0d727bc1-e87e-4023-9b98-9ebcf5aadd89, and much more recently, the exact same error asked about on an Adobe Forum: https://forums.adobe.com/thread/2497330, both with no resolution.
@████████, Windows will not extract the PDF at all. I am not trying to open it before extracting the files.
