What setting/privilege allows a user to set links?

Privileges: Manage entry access

Where do you find that? Is it applied at the folder. All I see is Access Rights, Not Privleges: Manage entry access. Any screenshots would be great.

You just need the rights to modify metadata (Write Metadata Entry Access Rights) on both entries the link is tying together.
