Trying to do something like this but in black. How did they do the blue ? I found sample online.

That would be under "Themes" within your form creation. If you click on the "themes" tab and then "Customize" you will see the option you can change Font / Size and Color for.

That doesn't work. I'm trying to make the whole thing like they have blue. I figured its in themes, but i can't figure it out.

Thats not working.
I believe i'm doing what your saying.
They acutally aren't sections, but tables. I may have to see if i can change it.
