How to disable forms from trying to reach the notification service

How do we disable these features until we are ready to install this service?

Hi Chad, if you removed the Notification setting in Forms Configuration, would that not stop forms from hitting the service?

It was left blank like that after installation. It continues to try to reach the service, says the service has been disabled, then wakes up a tries again a moment later, flooding the logs with warnings.
