I Have an issue with my Workflow Web Services setup:

and adding the port 81 doesn't help either

But the link works

Your screenshot of the workin website shows that it's running with HTTPS (the standard port there is 443). Your first screenshot shows HTTP. It's likely you turned on "require SSL" when you set up IIS, so loading the site over HTTP is not longer allowed.

Even changing the settings to load over https results in the same error.
