If I am reading this correctly you are on the correct path. You would actually want to create shortcuts to the original document into the different folders you want users to be able to access it from. You would just need to add additional Route to folder activities to accomplish it. I'm not sure if this is a filing workflow or if you are sending for approval. If for approval, you would want to put in wait conditions for each of the activities.
