Processes repeating after inclusive gateway merges

A process is repeating steps after inclusive gateway merges. Instances that I thought were complete appear as in progress even though I previously completed the final steps. I then have to redo parts of earlier steps and the process shows up as completed twice. This wouldn't be too bad except that the process is emailing my school resource officers and an investigator with the DA's office twice to let them know that their materials are ready. 

This occurs in the top branch after the second exclusive gateway 

Am I doing something wrong with my gateways?

The problem is that when you merge Exclusive gateways, it allows every path to flow through individually. An Inclusive gateway on the other hand waits for all active flows to complete before proceeding.

As a result, if you have two branches that merge into an Exclusive, when the first completes you get one outflow, and when the second completes you get another outflow.

So a simple switch to an inclusive gateway at the merge will fix it?

It should, based on the diagram and the behavior you described.
