Hello,

We have a *Processing Folder in our Repository. I would like to email alerts out when a file arrives in that folder. What is the best way to do this?

Use workflow starting rules to monitor that folder for create events (or move as appropriate).

Then use workflow email activity to send the notification. Of course this requires you have a valid SMTP server specified in workflow configuration.
