Sharing a saved draft

I am working on a new employee evaluation form. In our process, the manager completes the evaluation and then reviews the evaluation with the trainer and VP prior to talking with the employee. We would like the manager to save as a draft in case changes need to be made during this discussion. My question is, can the manager share the saved draft with the trainer and VP?

We are using 10.3.

No, we don't have collaborative editing support, so multiple users cannot have the same draft open each from their own accounts.

Is this form a message start event initial form? Or is it part of a user task?

If the form is part of a user task, the manager can fill out the form and save any progress as a draft. They can then reassign the draft to another user which will send the draft over to that user's drafts folder. The draft can be reviewed and modified by this other user, then reassigned back to the manager for submission.

It is within a user task so this could work. However is there a way that all three people can view the saved draft at the same time? They are usually on a call discussing the employee and the evaluation and they are all viewing the evaluation at the same time during the discussion.
