Workflow - Unable to make Content Permanent in Fill Out PDF activity

I am trying to use the feature under Make Content Permanent in the Fill Out PDF activity. It is called Merge the field content into the image.

I am getting an error that says "Permissions do not allow that operation" when running the workflow. Is this permissions that the vendor setup on the fill-able PDF?

I stumbled on a fix. I was reading crazy explanations of what it could be from background colors to font sizes, none of these options seemed to be available in Adobe Viewer though. I uploaded to this site and just right clicked on the fields, saw an option called "Unlock Field" and did that for each field. Now it works.

Seems the state left them locked by accident.

I can open the PDF and type information in, then save it normally without a problem. Do you know what setting is blocking automated entry?

Filling in fields is not the same as merging the content into the image. And no, i wouldn't be able to say which permissions block that without looking at the file.

Here is a link to the file we are using, it is a new fill-able PDF created by the state to replace their old Word mail merge form.
