Workflow is allowed to set values in a drop down that do not exist, so the value will be searchable, but it does not yet have an activity to add an item to the list. If you want to add it as a new selection automatically, the list values should be a stored in a custom database table and linked via the Dynamic Fields configuration. This way workflow can insert the values into the table.
