I use AD groups to assign named licenses. Does it work the same way for Forms licenses?

If I add the group domain users will it use a participant license even if the user already has a named license?

If you're assigning licenses through AD groups using the LFDS Rules feature, then the licenses are assigned based on the bottom-most match.

For example,

If Rule 1 is for Participant and Rule 2 is Named User and a user belongs to both, they will get the Named User, not the Participant.

Thanks for explaining that! I'm brand new to participant licenses, and still wet behind the ears with LFDS.
