Both Quick Fields and Workflow can do it. You only need Quick Fields Agent if you expect to run Quick Fields sessions without user intervention (this is not specific to redactions).

You would want to choose one over the other depending on whether you want to redact these numbers at scan time and have a use ensure they're correct or you let Workflow do it behind the scenes as documents are created in the repository and only spot check documents later.
