WebLink UTF-16 encoding

I have a client who sent the following email to us:

"I was looking into the WebLink welcome.aspx page getting ready to start editing the file to customize it for our city. My editor (Brackets) kicked out a warning that it does not handle UTF-16 encoding. Can I reformat that page to UTF-8 without any issue on the WebLink itself end? Is there anything from the LF WebLink system that is requiring that page be UTF-16 explicitly, or can I just reformat to UTF-8 without any issue?"

My instinct says this should be fine, but I do not have a full grasp on how WebLink utilizes its encoding. Any repercussions with converting it?

That's a strange one. I'm seeing too, although it's the only file I can see that is set that way. There shouldn't be an issue with converting it.

That should be fine, though we always recommend making a backup before editing any files.
