ODBC lookup view from non-owner of the schema

I have a view to an oracle database. Quick-fields and workflow are able to open the view. Forms requires that the user that accesses the view be the owner of the schema. This is something the university will not allow for security reasons. A view created by the user I must log in with is visible but not views created by others. I am using forms 10.3.1. Again this functionality is available with Quick-Fields and workflow but not forms. Can someone help?

It is a known issue with Forms 10.3 or before, it has been fixed with Forms 10.4 that it will be able to get the tables/views that the user can access.
