Generate reports unavailable for user

I have a user that will need to generate metadata reports. The user doesn't have the option under 'Tasks'. I gave the user export privileges in admin console, what am I missing?

If you have the correct version of the Windows Client installed, after selecting the folder that you want to run the report on, you should go to File-> Download-> Download Report. You can read more about it here.
