Form label alignment set to top removes Table row labels

I have a Fixed set of rows with row labels.

When the form is set to align labels on Top.  Those table row labels are removed.

 

Form alignment Left:

 

Form alignment Top:

Is there a way to keep these rows labels without having to set all other fields in the for to align top via CSS?

Hmmm I built the table first, then changed the labels to top and had no issues with disappearing row labels.
